Regency Parliamentary
Regency Parliamentary is the Governmental System that has the Parliament as the Government Istitution and for the maintenance of the three gorvernment powers, and has a Perpetual Regent that is a man or a woman of the country that is prepared enough in the education and culture to receive the Moderator Power , and make decisions in the State without bureaucracy, and when it's necessary, intermediate into the Executive's, Legislative's and Judiciary's questions.
In the Regency Parliamentary, the Perpetual Regent mustn't be a member of a noble family, but, needs to have enough education and culture to make the Moderator Power works as a power that intermediate into the State in the form to make the quality of life and other questions of the county get better.
Any other use of the Moderator Power by the Perpetual Regent must be considered as a crime against the State, with the punishment of death penalty or life imprisonment.
So, in the Regency Parliamentary the Perpetual Regent must use the Moderator power as a way to make the State better in many areas.
Perpetual Regent's Education
The Perpetual Regent must have the minimum education and culture necessary to command with the Moderator Power and use it as a way to balance the three other powers and have seriously into the services provideds by the the other powers.
So, a privileged education and culture is necessary, and only with that education a person may become the Perpetual Regent of the Country.
Perpetual Power
The Perpetual Regent have the right of being Perpetual Regent until his death, however, his position isn't hereditary, and the other Perpetual Regent will be the most prepared to become the next Perpetual Regent.
While He is in the office, the Perpetual Regent has the Moderator Power reserved to himself to politics' questions, make decisions without bureaucracy and avoid the delay in governamental's questions that needs quickness.
