Pulse Community Radio

Pulse ** 105.0 FM ** is a local radio station in the United Kingdom, broadcasting to the Somerset area. It will operate from the historic market town of Axbridge from June 2010 under the terms of Ofcom's Restricted Service Licence regime. This currently restrictsthe station to a maximum of two 28 day broadcasts per year in addition to its player which operate 365 days per year, 24 hours a day.
About the Station
Pulse ** 105.0 FM ** developed from an idea, suggested by a local Cheddar student Matthew Carney (As at 2007) who was attending the King of Wessex School, Matthew originally started using WinAmp to broadcast to his School mates until his father found out and polity put a stop to it after explaining to the students what they were doing was illegal as they had no broadcasting licence which is required by law! Matthew father Mark Carney then consulted with the students to see if they really wanted a station which they could participate in which was both legal and open to others, they all said yes. Mark who at the time worked for CSS Spectrum Management Services Limited as Technical Manager looking after spectrum on behalf of TAUWI the UK Water Industries elected body to self manage Ofcom allocated VHF/UHF spectrum, thoroughly understood the legal requirements and licence procedures plus had the ability to both find suitable spectrum and forecast its anticipate radiated pattern. Due to this and having knowledge of Ofcom's Community Radio Licence, Mark suggested that a team of like minded individuals should be sought and if enough demand could be found then they should consider operating and applying for such a licence for the better of the community where they reside.
Pulse ** 105.0 FM ** was born in June 2008, as no station can instantly apply for an FM licence due to Ofcom's invitation to apply policy it was decided to get the station on air (So to speak) in the quickest form possible, this being the internet. It is a NOT FOR PROFIT station set-up by it's Chief Executive Mark Carney a local resident of Cheddar, UK, Pulse ** 105.0 FM ** is a UK registered company called Pulse Media Broadcasting Limited and has a board of five Directors.
Pulse ** 105.0 FM ** has identified a need for such a facility within the local communities of Axbridge, Banwell, Blagdon, Burrington, Charterhouse, Cheddar, Chew Valley, Churchill, Cross, Draycott, East Brent, Lower Langford, Mark, Priddy, Rodney Stoke, Rowberrow, Sandford, Shipham, Weare, Webbington, Wedmore, Wrington, Winscombe and their surrounding areas. The proposed [ area would include parts of Somerset county council, Bath and North East Somerset, Mendip, North Somerset, Sedgemoor district councils along with the following parish and town councils Axbridge, Banwell, Blagdon, Burrington, Cheddar, Chew Magna, Churchill, Sandford, Shipham, Weare, Wedmore, Wrington, Winscombe.
Executive Board of Directors
The Pulse EXECUTIVE BOARD OF DIRECTORS are responsible for the day to day running of the station thereby making sure all legal requirements are adhered to, they advise the Management Committee what should be put on air, based on legal guidelines. While everyone would like to get their voice heard (this is the Boards wish to) there are many legal constraints on what can be both spoken and played, this also includes liable material.
The station is a registered company limited by guarantee. It does not have a share capital and is a not-for-profit corporation. All funds generated by Pulse Media Broadcasting Limited are reinvested in the company to continue its work within the communities it servers.

Mark Carney, Chief Executive & Technical Advisor
:Mark's role involves coordinating the various activities of the company towards the securing of its FM broadcasting license from Ofcom and liaising with civic, community and business leaders to bring the station on air. He also works on the many technical aspects of setting up a radio station, from advising on the purchasing of equipment to maintenance. He will spearhead studio and transmission arrangements.
:Mark brings a wealth of knowledge to the team as he previously work for CSS Spectrum Management Services Limited, where as Technical Manager he managed Ofcom spectrum used by the UK Water industry and Non Utility users on behalf of TAUWI. He is ideally suited to ensuring the station maximizes its transmission coverage without interfering with other broadcasters. With this in mind Mark has proposed the use of Fry's Hill transmitter above Axbridge utilizing 105.0 FM as the spectrum frequency of choice.
Paul West, Managing & Sales Director
:Paul's role involves managing the day-to-day running of the company's operations, including everything from general paperwork and dealing with new applicants to station funding via sponsorship and on-air advertisements.
Lorraine Skralskis, Secretary & Treasurer

Alan Cherrington, Public Relations Director
:Alan's role involves liaising with local councils, media, newspapers, businesses, schools and community groups, ensuring that the group remains focused on the key elements of the ].
Andy Saunders, Media & Programme Director
:Andy's role involves liaising with the Programme Coordinator and Broadcast Journalist, ensuring that the group provides the community with the type of output it wishes to listen to. Spearheading the station's programming, scheduling. He oversees the suitability of station presenters ensuring their competence of studio equipment. Control of content included within live interactive broadcasts. Jointly responsible (approved by Board) for producing a program schedule format both music (Presenter) and interactive (Presenter/Guest) based that fits within the stations remit with regards to proposed audience listener-ship.
:Andy brings a wealth of knowledge to the team with just over 22 years experience in presenting both here in the UK and abroad, he has previously presented locally for Star 107 North Somerset and QuayWest FM, he also presented on the original RSL test pilot for Breeze 107 when a team of local businessmen trialled support for a local radio station within the area of Weston-Super-Mare, after great local support the team were successful in obtaining a five year broadcast licence from Ofcom, later the station was known as 107.7 WFM before becoming Star 107.7 its current name.
:During 2009 Andy worked for Star Radio in Weston super Mare, also Xtra Musica in Lanzarote 3 nights a week. In 2006 Andy was heard on Telford FM, The Wyre, The Severn overnight. In 1999 Andy was the evening presenter on 107.7 WFM in Weston super Mare (now Star Radio) between 2002 and 2008 he worked for BCR FM in Bridgwater presenting the Mid morning show, late night love show and various weekend shows until BCR FM changed it's name to Quaywest FM, he then presented the early morning weekend show, then Saturday lunchtime show.
Station Management
TBC, Station Manager
:TBC The Station Manager is responsible to the Executive Board of Directors and is a member the Management Committee, responsibilities include implementation of policies as well as the day to day running of the station including: Finance, Fund raising, Staff, Policy and General Administration. The Station Manager also sits on a number of Sub Committees including Finance, Programming and Complaints.
TBC, Programme Coordinator
:TBC role involves assisting Andy with the station's scheduling. This includes managing a range of programming at the station, including facilitating new programs, maintaining the day to day broadcasting and special events programming. The role also involves feedback for and review of programs.
TBC, Broadcast Journalist
:TBC role involves assisting Andy liaising with local councils, media, newspapers, businesses, schools and community groups. Also coordinates coverage of campaigns, protests and community events, with the Program Coordinator, as well as distributing information to programmers and maintaining the newsroom as a resource area.
Jason Homes, Special Projects Coordinator
:Jason's role involves coordinating Pulse's facilities and services such as community announcements, radio station tours and studio hire as well as media skills workshops. Initiates and seeks funding for community development projects such as radio training projects for specific communities or cultural music production.
Holly Gray, Local Music and Arts Liaison Officer
:Holly's role involves liaising with local singers and community productions to provide on-air coverage of their talents and promote local bands or school productions where appropriate.
TBC, Local [Public Relations Liaison Officer
:TBC role involves assisting Alan with community groups, businesses and schools to ensure the station actively promotes all good causes within the local and surrounding broadcast catchment area.
TBC, Administration Coordinator
:TBC role is responsible for office management, merchandise sales and general station enquiries.

:TBC role is responsible for funding management, relating to Grants, Sponsorship and Service Level Agreements (SLA's).
Matthew Carney, Design Officer
:Matthew's role involves creating and developing ideas and images for the stations website and assisting Alan with publicity material.
TBC, Volunteer Coordinator
:TBC role involves assisting Paul with both new and existing applicants who wish to offer their services for the better of the community. Inducts new volunteers to the station and conducts general radio training courses for volunteers and potential broadcasters.
Programming
Pulse ** 105.0 FM ** provides Easy Listening music from the 1940's to the very best of today's, programmes will include local news, sport, interviews, chat and music from local bands. The programs will be produced and prepared by volunteers in and around Axbridge. It broadcasts 24 hours a day. Station Presenters
:John Watson
John first got involved in broadcasting at a hospital radio station in Sunderland, UK, back in the 80’s, then on several RSL stations before joining Sunderland’s Wear FM in the late 80’s where he stayed until the station closed in the mid 90’s presenting a variety of shows. Wear FM proudly won the Sony Gold Award in 1992.
John has had an interest in music and radio from a young age, and has a large collection of music and music knowledge, and was even voted best internet radio oldies presenter of the year a few years ago in a Worldwide poll.
:Geoff Hobbs
Geoff was born in Melbourne, Australia in 1965. His parents emigrated to there in the 1950's , They all came back to England in 1968 on a ship called the Fairsky into Southampton, the same voyage which the Bee Gees made in 1967.
He was educated firstly at Chamberlayne Road Boys School in Eastleigh ( Hampshire ) from 1970 till 1977 , He then went to Alderman Quilley Secondary School until 1982. Geoff has always had an interest in radio ever since listening to Radio Luxembourg and Radio One (when it was good!).
Geoff's had various jobs including cycle repairing , painting , and did a stint on British Rail.
He built his first disco unit when he was 18 while he was also a record librarian at Winchester Hospital Radio and started gigging in 1985 when he was 19 ,He had a break in 1989 to do hospital radio again but in Southampton where he did various shows until landing the Tuesday night request show .
A house move to Peterborough saw him having to give it up but he re launched his mobile disco gigging all round Cambridgeshire and Fenland until an old back injury put him into retirement.
In 2003 he saw an advert on the UK radio forums for presenters for an internet station called The Big Easy ( TNR ) , So he sent a demo and was doing Saturday and Sunday afternoons until a relaunch later that year to TNR Radio and was presenting the Soul and Dance show on Saturdays until the stations closure in 2008.

:Domonic Forbes
Dominic started in hospital radio at the age of 15, playing easy listening to deaf pensioners, later broadcasting on many BBC and commercial radio stations around the UK. He has worked in radio for over twenty years as a presenter/producer/editor...you name it, he's done it.
His passion has always been rock music, which is why three years ago he started the Soft Rock Classics Show, featuring snippets and music from years gone by, audience interaction and the best classic rock music, old and new.
:Kieth Oliver
Keith Oliver will be remembered by many as he was a firm favourite with listeners on Orchard FM where many were first introduced to Keith when he presented the overnight show: "Night Watch". This was a simulcast show with DevonAir Radio in Exeter. The show was from 2am - 6am and was later extended to six hours from midnight until 6am.
He was to later leave DevonAir, and the "Night Watch" show too. Shortly after this Orchard FM stopped taking the overnight output from DevonAir and opted for "Super Gold" there own overnight service.
Keith was to return to Orchard FM to present their very own locally presented overnight show. Keith again left the airwaves but but was to shortly return and present a show on Saturday evenings.
Since leaving Orchard FM, Keith was involved with a local station for Yeovil called YDR FM which after five years unfortunately failed in its bid to win the local licence, he is however still a presenter at Taunton hospital radio station Apple AM.
Keith first started in radio way back in 1971, he lives in Chard with wife, Helen along with Scharna and Dexter both German Shepherds.
:Spencer James
Spencer James has been working in the media for over 15 years, and has been broadcasting for nearly a decade.
In that time he has been the programming controller for the UK's first bi-lingual student radio station, Production & Promotions Manager for one of Spain's biggest English radio networks, drive time and breakfast host on stations in the south east of the UK, as well as hosting The eXpat Chart.
His passion for the media started originally in television, where he became a first assistant director for a couple of short films, one of which was BAFTA nominated. It was whilst at university however he truly became involved in radio broadcasting. Starting as a presenter, he worked up the ranks to become the Programme Manager for 2 years whilst also attaining a degree in Film & Television at the University of Wales, Aberystwyth.
Post graduation, he worked abroad, for what was supposed to be a summer break. 3 years later he was still there helping in the running of the station. His return to the UK saw him take a role at AA Roadwatch, reporting travel news across north London, Essex, Hertfordshire and Cambridgeshire as one of the flying eyes. He spent his days flying around in a small aeroplane reporting on accidents and jams. It sounds more glamorous than it was!
In 2003 he started working as a presenter for one of the major radio groups in the South East of the UK, working throughout the schedule from drive time to breakfast show presenter. In the spring of 2008, Spencer hit upon the idea of a chart show for radio stations across Europe and the Middle East, and from that The eXpat Chart was born.
:Andy Saunders
Andy has been a presenter for just over 22 years, his voice was heard all over Germany when he was just 17 years old when he presented shows on the British Forces Broadcasting Service (BFBS).
Between 1992 and 1997 Andy presented on Restricted Service Licence stations in Weston super Mare and Clevedon.
In 1999 Andy was the evening presenter on 107.7 WFM when it launched in Weston super Mare (now Star Radio)

Licences
Pulse ** 105.0 FM ** is a legal radio station which pays for all necessary licences. These include music royalty payments to Performing Rights Society, Phonographic Performance Ltd and Mechanical Copyright Protection Society. In addition, for each FM broadcast we will purchase a Broadcasting Actand a Wireless Telegraphy Act licence from the UK Government regulator Ofcom. News on the hour is played under licence from Independent Radio News.
