Richard E. Schiff was born in Jersey City in 1947. His parents were Leonard W. Schiff and Louise Mary Gunn-Reier. His brother Walter was born in 1938 and died in 1995.
Schiff studied art at The Art Students League of New York under Ernest Fiene and Will BArnet. he took anatomy classes with Robert Beverley Hale and Sculpture under Jose de Creft.
Schiff was elected to membership at the League in 1963 and is now a Life Member. He is married to Mary Barnet Schiff, eldest daughter of artist Will Barnet.
Schiff's work is in the Jerusalem Museum of Fine Art and the Whitney family Collection and many others public and private.
