There are two pulp heroes who go by the name "The Black Bat"; which one (or are they both?) in the public domain?

The "Peter Pan" characters are still protected. While they were old enough to be in the public domain, British law made a special exception.

Is Red Rabbit, the "funny animal" title character from a 1947 comic book, in the public domain? I haven't been able to find much information on him.

Peter Pan Comic Book Character is public domain.
Sherlock Holmes Comic Book Character is public domain only.
comics and characters, a bunch of companies went out of business in the Golden Age (Nedor, Fox Features, Lev Gleason, Columbia, etc.) and their copyrights were either never filed or never renewed. Those stories and characters are now Public Domain
The catch is that those comics are made in the United States they are public domain in the United States and not in the world.
If Peter Pan is still protected then you legallly use comic book Peter pan without getting sued.
It can even be a live action animated hybrid

Sherlock Holmes will be public domain in 2023 under current U.S. Copyright law.
Mexico Sherlock Holmes will be public domain after 100 years after Sir Arthur Conan Doyle death which is 2030.
Comic books characters are that public domain if the comic book company goes out of business.
Comic Books characters are public domain when they copyright expires, if there copyright was not renewed when a copyright was required to be renewed or if it did not have copyright notice on it when it was required to have a copyright notice on it.
Alot of these characters that you have listed above are still protected in the United States.
These characters are not public domain domain worldwide because there is no such thing as international harmonization.
